Our commitment to the campaign
We are proud to be part of a new cross-border initiative aimed at addressing the lack of a reciprocal driving license agreement between Ireland and the USA – one of the most common barriers faced by Irish citizens returning from the United States, and vice versa. The initiative seeks to encourage both governments to establish a formal agreement for mutual driver’s license exchange and was recently highlighted in the 2025 Programme for Government.
About the committee
The Driver’s License Exchange Committee is a dedicated group of individuals and organizations from both the United States and Ireland, united by a shared commitment to serving the Global Irish community.
Representing a wide range of diaspora support organizations and key partners such as Safe Home Ireland, Irish Council for Prisoners Oversees, Irish Immigration Pastoral Center, Irish Diaspora Center, and many others. This marks the first time a collective, organized effort has been launched to achieve a formal reciprocity agreement between the two countries.
Together, we are committed to helping Irish citizens move between the U.S. and Ireland with fewer barriers ensuring they have the resources, and support needed for a smooth relocation.
Main goals of the campaign
- Enhancing Global Mobility and Talent Exchange
A mutual driving licence agreement supports Ireland’s Global Citizens 2030 strategy by making it easier for Irish and U.S. citizens to live and work in each other’s countries. It promotes talent exchange, boosts collaboration, and strengthens long-term relationships.
- Simplifying Life for International Learners and Workers
Whether moving for study or employment, a licence exchange would reduce logistical challenges, allowing people to focus on their goals instead of navigating new driving systems from scratch.
- Strengthening Cultural and Economic Ties
Facilitating smoother transitions helps deepen ties between Ireland and the U.S., supports global competitiveness, and makes both countries more attractive to skilled migrants and returnees.
- Supporting the Irish Diaspora and Expats
This change would significantly reduce administrative burdens for Irish citizens returning from the U.S. and American citizens in Ireland, aligning with Ireland’s wider diaspora support initiatives.
- Boosting Business and Addressing Labor Shortages
Industries like construction, where qualified U.S. drivers are ready to work, would benefit directly. Licence reciprocity enables experienced workers to contribute immediately, without being forced to start from scratch.
- Facilitating Seamless Transitions for Returning Citizens
For Irish citizens returning from the U.S., the ability to exchange their driving license helps ease the transition and foster a sense of welcome and support from their home country.
Our role
At Crosscare Irish Diaspora Support Project, our mission is to support Irish emigrants and returnees through direct assistance, advocacy, and policy engagement. Through our work we’ve witnessed how the lack of license reciprocity can sometimes cause stress and impact on the quality of life.
As a member of the committee, we ensure that the real-life experiences of Irish returnees are heard in policy discussions. We advocate for practical, inclusive solutions that make return migration a smoother and more positive process.
