Crosscare Irish Diaspora Support Project welcomes the publication of the Draft Programme for Government 2025, which places renewed emphasis on strengthening Ireland’s connection with its global diaspora. This ambitious programme outlines initiatives that align with our advocacy for the Irish abroad and those returning home.
Ireland’s Diaspora
As part of measures to strengthen Ireland’s place in the world, the programme outlines the development of a new Diaspora Strategy to ensure that the new generation and profile of emigrants are aware of and can access relevant supports. This includes a focus on expanding international diaspora networks using innovative online and data-based initiatives. Additionally, the programme commits to facilitating easier returns, with measures such as reciprocal driving licence arrangements with the USA, Australia, and Canada. It also pledges to create a streamlined, one-stop support service to assist with administrative requirements, including obtaining PPS numbers.
Education access for young diaspora members is another key priority. The programme undertakes to review the three-year residency requirement for younger citizens residing overseas who wish to study full-time in Ireland, aiming to remove barriers to education. Furthermore, a new initiative will be developed to engage young adults from the diaspora, fostering a new generation of connections within Ireland’s global network.
Commitments around Social Welfare and Homelessness
In addition to its diaspora related commitments, the programme outlines steps to tackle pressing issues such as social welfare and homelessness which by extension impact returning Irish citizens.
The programme emphasizes implementing reforms to the social welfare system guided by the core principles of sustainability and fairness, with a commitment to safeguarding vulnerable groups, including older people, families, and persons with disabilities.
To address the housing crisis, the programme aims to increase housing supply. A proposed new housing plan will focus on accelerating the delivery of over 300,000 new homes by 2030, with a strong emphasis on affordable and social housing. Further special measures will aim to support families and individuals experiencing homelessness, providing them with tailored interventions and faster access to housing.

The Draft Programme for Government will now be the subject of approval over the coming days in advance of the return of the Dáil on 22 January.
