This contract role is central to our mission of assisting Irish citizens navigating migration experiences, both abroad and returning home. About the Role:
Based in our Dublin city centre office, the Policy and Networks Officer will take a leading role in shaping and delivering our social policy and advocacy strategy on behalf of the Irish diaspora. Working in a small, dedicated team, this role involves researching, developing, and implementing policy initiatives that address the needs of emigrating and returning Irish citizens. Additionally, you will build and maintain relationships with key partners, organise public information sessions, and contribute to national and international discussions on diaspora-related issues. With a mix of 60% in-office and remote work, this role offers flexibility while engaging in dynamic and impactful work. Occasional out-of-hours work is anticipated, as well as opportunities for public speaking and media engagement. This is a one-year contract role.
Key Responsibilities:
Policy and Advocacy
- Lead the development and implementation of the social policy and advocacy strategy
- Conduct research and develop policy initiatives focused on the experiences of the Irish diaspora
- Prepare briefing materials and submissions to influence public policy
- Represent Crosscare at national and international fora, and engage with key stakeholders, including government bodies
Networks and Outreach
- Lead the networks and outreach strategy, maintaining strong relationships with Irish emigrant support organisations, Consular Services, and key partners
- Plan and facilitate networking events and information sessions, including the annual Returning to Ireland Conference
- Drive engagement with partners and the public through innovative campaigns and digital content creation
Project Level and Organisational Responsibilities
- Contribute updates and reports to stakeholders.
- Support the Project Leader on diaspora policy matters, ensuring alignment with Crosscare’s mission and values.
Requirements:
- Essential:
- Degree or postgraduate qualification in social sciences (or equivalent)
- Research experience with the ability to draft policy proposals
- Strong writing, editing, and communication skills
- Experience in partnership working and outreach
- Desirable:
- Knowledge of Ireland’s Diaspora Strategy and related issues
- Familiarity with housing, homelessness, and social protection policies
- Experience in advocacy, event planning, and media engagement
